Why is Lockout Tagout training required?

The need for training where workers may be exposure to hazardous material or physical agents is expressed clearly in Section 42 of the Occupational Health and Safety Act (OHSA), with additional specifications about the measure to be taken around hazardous energy in accompanying regulations on Industrial Establishments (O. Reg. 851 S. 76) and Construction Projects (R.R.O. 1990, Reg. 231/91 S. 190). These laws mandate that equipment being maintained or repaired must be properly locked out, and workers conducting LOTO procedures must be competent. Competence is defined as possessing the knowledge, training, and experience required to implement proper LOTO practices, being familiar with applicable legislation, and understanding the associated hazards. Employers often adopt the rigorous standards set forth by the CSA, with CSA Z460:20 “Control of Hazardous Energy – Lockout and Other Methods” being the industry gold standard.
